Elgin sits directly on the Fox River, and that river has produced two federally declared flood disasters in the region — one in 1996 and another in April 2013 — along with recorded bank erosion and property flooding that the City of Elgin has tracked during high-water events. The city's own housing stock ranges from the brick flats and cottages of the Elgin Historic District to the Spring/Douglas Historic District's 1886–1920 Victorian and Georgian Revival homes, all built well before modern drainage and waterproofing standards existed.
